District Employment Application FormJob Title: Mosquito Surveillance Technician
- Position Status: Full-time, regular position
- Wages: $20.00 to $23.00 per hour, which equates to $33.00 to $36.00 per hour including benefits. The District provides a comprehensive benefit package, including health, vision, and dental insurance; vacation and sick leave accrual; paid holidays; CalPERS retirement after a 5 year vetting period.

General Description:
Under the general direction of the Field Supervisor, the Mosquito Surveillance Technician plans, coordinates, and conducts professional mosquito and mosquito-borne disease surveillance; and provides technical information and findings of the vector surveillance program to District staff and the public. Completes other duties as may be required by the District Manager/Field Supervisor. Exercises no direct supervision over staff.
Qualifications:
- Education and Experience: Bachelor’s Degree in biological sciences, ecology, or closely related field from an accredited college or university and six month experience in vector control or related fields,
OR Four years of experience in vector control or closely related field,
OR Substantial academic or field experience in a related field.
- Knowledge of:
Principles of biology, chemistry and mathematics; mosquito and vector biology; basic principles and practices of vector and vector-borne disease surveillance and control; methods of collecting and processing field specimens; general principles and methodologies involved in scientific investigations; safe use and handling of pesticides and other job-related chemicals; use and care of all equipment; quality assurance and quality control procedures; and record keeping principles and techniques.
- Other Requirements:
Must possess (or have the ability to obtain within one year) and maintain the California Department of Public Health Vector Control certification (Categories A-D). Must possess and maintain a valid California driver’s license. Must be insurable and maintain insurability by the District’s insurance provider during the course of employment. Individual must be able to plan and perform all the functions of the position with minimal supervision and maintain detailed and accurate records; follow written and oral directions; perform mathematical calculations and formulations to set and compile results; communicate effectively in English with fellow staff and the public; establish and maintain effective working relationships; and to use PC-based computers and software (Word, Excel, PowerPoint, etc.). Must possess good communication skills. Must possess the ability to work congenially and cooperatively with others, and follow directions from supervisor.
- Example of Duties:
- Prepares, maintains, collects and analyzes vector surveillance traps; identifies, sorts and prepares vector specimens and other related biological materials for vector-borne disease diagnostics
- Maintains detailed and accurate records of surveillance and testing; compiles data for reports for staff and public
- Plans, conducts, and coordinates studies and surveillance of vector populations and maintains surveillance records
- Identifies mosquitoes and other insects and reports surveillance data to California Department of Public Health
- Collaborates with other Vector Control Agencies, State and County Public Health Departments, and other professionals to enhance and implement the District's vector-borne disease surveillance and control programs
- Prepares reports including maps, graphs, and analyses for program evaluation
- Keeps informed of current developments in vector and vector-borne disease surveillance and control
- Serves as subject matter expert and provides consultations to the public and institutions pertaining to vector surveillance and control activities
- Manages pesticide selection, training, purchase, and reporting
- Trains field technicians on proper use and safety procedures of pesticides
- Selects pesticides to be used to create a rotation and avoid resistance
- Reviews records of pesticide use
- Reports monthly pesticide use to the Los Angeles County Agricultural Commissioner/ Weights and Measures
- Cooperates with State Health Department personnel to resolve vector control related operational and scientific issues
- Performs related work as required
- Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The majority of the work in this position is performed outdoors in potentially high temperatures and high winds, and within and around various types of aquatic habitats including polluted water sources. Hazards may include, but are not limited to, insect bites, vectors, vector-borne diseases, venomous animals, poisonous plants, and vicious animals, exposure to chemicals, fumes, and hazardous materials, rough terrain, and inclement weather conditions. This position requires regular driving of vehicles as well as getting in and out of vehicles frequently. The following list of mental and physical demands are required to successfully perform the essential functions of this job:
- Be physically able to perform manual labor; ability to frequently lift and/or move up to 10 pounds; regularly lift and/or move up to 25 pounds; periodically lift and/or move up to 50 pounds; and occasionally lift 75 pounds or more.
- Work under hot and unpleasant weather and environmental conditions outdoors.
- Perform repetitive motions such as those associated with mobile device usage and loading/unloading work vehicles.
- Walk long distances and traverse rough, sloping and/or uneven ground such as yards, fields, dirt banks, stream beds, and shallow ponds.
- Be able to swim.
- Be able to tolerate insect bites and stings such as mosquito bites and, bee stings, etc.
Individual must be able to perform all the functions of the position, and to pass the physical examination and drug testing offered by the District.
Furthermore the employee must be able to work independently and responsibly to organize and conduct assigned activities in the field and in the lab, be able to make accurate observations and keep detailed records; be able to work cooperatively with other employees and the public and to evaluate situations accurately and adopt an effective course of action.
Employees are responsible for maintaining their physical condition in a state that will not prevent them from performing the duties of their position or increase the danger or likelihood of injury on the job.
